Some search engines rely not only the total number of backlinks and the importance of the sites the backlinks come from (more about value of links and pages here), but they also care about the contents of those sites. In other words, with some engines, it is better, when sites that link to you have similar content.
An example of this is the Ask.com search engine, which uses (ex-Teoma's) algorithm called ExpertRank.
It is often believed, that it is also better, if sites that share language with your site link to you.
So, if you have choices, get backlinks from sites with same language and theme. But, that does not mean you should refuse a good link from a foreign site or a page with a distant subject. After all, there is nothing wrong with your TRAVEL site linking to an online BOOKSHOP that sells good maps.
The only case you should refuse links, when they come from bad neighborhoods.
